Same issue here. UnreportableReason is usually something about core dump sizes.

I am embedding custom GPG public key in grub and sign (detached) the
4.15.0-46-generic kernel with GPG private key. The grub is not
validating the kernel. I am getting an error "/vmlinuz-4.15.0-46-generic
has invalid signature".

I've seen this twice, once upgrading packages on 18.4.2 and once upgrading to
18.4.2.
coping critical.cfg to critical.cfg.bak bypassed the error.
