Tried 4.15.0-102, 5.4.0-33 and mailing kernel all three show similar
performance (~2100MB/s).
Please test latest mainline kernel:

And decide what's the next step based on the performance of mainline

This bug existed yesterday on my Ubuntu 20.04. I probably had suspended
the laptop. A couple of days ago, it was working fine even after
suspending the laptop.
I haven't tried rebooting the laptop. Rebooting might work fine. But I
want a permanent fix. I don't think it's about the driver issue.

I would suggest that you put proper debian/control conflicts for
libmysqlclient21 to signify that things that worked with
libmysqlclient20 might stop working. If libmysqlclient21 is incompatible
with libmysqlclient20 ways of doing things, it will automatically be
incompatible with any previous vers
