What you described does not seem a bug. Passing '-y' to apt-get does not
imply it will handle conffiles in the way you expect. dpkg handles
conffiles and if you want to make it work properly in a non-interactive

When I posted that I was comparing my Tumbleweed kernel which is running
5.8 with the two ubuntu installs . . . that seemed to break when they
bounced up to 5.8. The two ubuntu distros are now running something
like 5.4 . . . because I unchecked the "pre-release packages" box . .
So some other patch between 5.0 and 65b261a6 is required "as well" but
can't be seen in the bisecting as only later after 65b261a6 the test is
successful.

Hmm, I can recreate the issue myself.
So I thought - yeah onto bisect !
But I fail to get a self built /usr/bin/qemu-arm-static into this.
I wanted to see if 5.1 from git would work and then bisect from there.
But no matter what I try it keeps breaking on the same error.
