your comments I can see that hirsute was waiting for archive opening,

No, as the release upgrader downloads a tarball of the code from the
release to which you are upgrading i.e. groovy.

Since upgrading to 20.04 I've been nagged to install some additional
packages (presumably language ones) by a little notification.
Clicking this brings up "QApt Batch Installer" which then just hangs
waiting for authorization.
