FWIW I have been plagued with this same issue for a long time now and
the libinput_debounce_time.patch above* fixes the problem for me.
Obviously hard coding these values is a bad idea -- will this ever get
fixed properly?

I don't think this has anything to do with rhythmbox. This is probably
an issue with 'nouveau' driver while reading a video file, which you've
accidentally added to rhythmbox.

With a modified kernel, I was able to determine the name of the process
making the change: google_guest_agent

Linux 4.15 is a kernel module, and Linux 5.4 is a built-in module.
I suspect it's a kernel build option issue.

Still trying to hunt down who is changing that attribute. It is
certainly not a kernel change that is causing this new behaviour.
Something in userspace is doing it, very late in the boot.
In the attached systemd time thingie, at the time that both rc-
local.service and khaled.service are run,
