Tracked down the cause to the Docker host, which runs on jammy, not
knowing about fchmodat2(). The syscall should normally return ENOTSUP
when called with AT_SYMLINK_NOFOLLOW on Linux, but the Docker seccomp
profile causes it to return EPERM, which confuses tar(1). Closing.

I am surprised and confused!
Now, I am able to create a guest by using all the 4 ISOs available
there!
Is it some fix which my host has got via `apt update` has fixed the
issue? If that is the case, why I was not able to create a ubuntu guest
earlier where fedora guest creation was successful.
