This issue is blocking the net-snmp because the package depended on
libsnmp30 and needed a rebuild to depend on libsnmp35. With the s390x
fix it will unblock missing s390x build.

I'm affected too. I'm on Linux Mint 19.3 MATE (amd64) which is based on
Ubuntu 18.04. Connecting to a Windows 10 machine and Windows Server 2019
fails. Connecting to a Ubuntu 18.04 server works, however.

I was unable to reproduce this failure on either a xenial minimal or
standard image. I went ahead and ran through the testing documented in
comment #15 with no issue. Each time, the device file was present as
expected and the hv-kvp-daemon.service was running normally. Even though
I couldn't reprod
