The menubar and the buttons below it do not seem to cause any problem.

The whole window becomes unresponsive when you open the brush or color
picker popup window. The workaround to recover from this condition is
pressing ESC once.

Unresponsive window when opening brush or color picker popup

Enabling the screen reader in GNOME and using it with any browser leads
to occasional glitches and crashes.
Firefox, for example, crashed and asked me to file a crash report to Mozilla.
GNOME Web just restarted itself out of nowhere, same as Chromium.

Cannot maxim
I'm now using Ubuntu 21.04 hirsute, and this bug can no longer be
reproduced :) Kernel 5.11.0-25-generic.
I've done 3 tests. No crashes so far.

I can reproduce this on Fedora 40, which likely indicates that it's an
upstream bug.
Workaround: disable c-states in BIOS.
