I should have added this, the problem is some usb 3G modems are designed
to mount as a cd-rom drive in windows, some times mac, so it can install
the need drivers and software automatically. After it installs the
software sends a telnet command to the modem to tell it to switch to
modem mode. The p

behavior would interact with unattended-upgrades:

The failures were known issues that were debugged to be test related issues and
not anything related to cloud-init itself.

After providing more background, the Trusty package needs to be uploaded
to the security pockets to ensure our Ubuntu Pro users are able to get
this update. This is essential to Pro users getting updates from the new
esm-infra pockets.

The SRU of curtin 19.3 is now complete to Xenial, Bionic, and Eoan. This
bug is thought to be fixed in all releases now. I am marking this fix
