This bug persists in python2.7. The solution given by @bigbrovar
"A fix to this problem is adding

'en_ng.iso88591': 'en_GB.ISO8859-1',
to usr/lib/python2.6/locale.py" works
I totally disagree with you. The bug is valid and the solution is
correct.
I used to use geany on 12.04 without any problem but when I upgrade to
14.04 I encountered this error. It is in searching for a solution that
I got here.
So the bug is valid but the solution is correct and it should be

The problem occurred during updating with Update Manager. Using Ubuntu 12.04

Has this bug been fixed or not and if it is has been fixed is the
update available with Update Manager?
I had the same problem recently whilst doing an update with the Update
Manager of 12.04 LTS and had to resort to the work around to fix it.
In fact, sudo rm /var/lib/apt/lists/* did not remove

Public bug reported:
I got the error message on my system and I was not doing anything
related to the update manager or software installation. I was requested
by the system to report it with the following message:
An unresolvable problem occurred while initializing the package
information.
Scenario same as #123. Guess it is more of a nuisance than a major
headache, which is why nobody is working on it. Guess we should all
just ignore it until someone is bothered enough by the nuisance value to
work on it.

I could not backup the database with the instructions given.
Eventually on the advise of a friend I moved the database:
sudo mv /var/lib/mysql /var/lib/mysql.corrupted
after doing:
sudo apt-get purge mysql-server-5.1
then I was able to reinstall the server:
sudo apt-get install

Thanks but the purging and installing the mysql-server-5.1 did not help.
My databases were not dropped. I tried dropping one of them after I
login to mysql, then the server was gone as the error recurred.
I would be glad to send my databases to you guys to help find the bug
