After some thoughts, I think this is for the best indeed. After all
most of the packages are in universe, and this is a tool that
historically was suggested to people not into things. And more advanced
guys that knows what universe vs main is can very much tweak their
config as they like most.

I think they are fine, and indeed uploaded the patch you sent in the Debian bug
as-is.
Maybe there are some redundant, but I didn't spot any (anyway, to notice them

Just uploaded version 2.9.6.1-2ubuntu0.1 in trusty-security fixes the
SSL validation issue (see lp #1565000).
For the rest: in ubuntu stable releases packages are not updated just
because they are old, or just to have new feature, that's the very
concept of stable releases.

Nothing forces users to bulk update all the packages in their systems every
time, and the standard procedure to move a file between packages is to add
a breaks/replaces (that would have avoided this)

This is not going to happen. The release model of ubuntu doesn't really
allow updating applications like this. FYI the current development
release, 16.04 xenial, already has scribus 1.4.6.
Anyway, I'll make sure there is 1.4.6 in the scribus PPA as soon as I
manage to get it done (which will

think a sync is possible). After that I'll happily take care of the

pbuilder does not check if he should build the package or not at all, it just
hands the .dsc to dpkg-buildpackage after satisfying build-deps.

Well, this is not really a pbuilder bug, but it's caused by the fact
that ubuntu by default enables multi arch on amd64 with i386.
What you can do to workaround this is one of the following:
* put your mirror in --othermirrors, and add an '[arch=amd64]' restriction, so
apt won't try to download
I'm convinced that C hooks are not supposed to run if pbuilder-
