Yes, I copied and pasted the text. However, I double checked it now.

I inserted the code, executed the commands and tried to suspend right
after. It seems that it worked, all quiet and cool. Even with
consecutive suspensions. When I tried to suspend it from the login
screen after the wake-up, it turned the screen black, turned the screen
on, turned it black again and, finally, all quiet and cool.

But, when I restarted the Ubuntu, it didn't worked anymore.

After, I tried to:
1 - Remove the text, execute the 2 commands, insert the text, execute the 
commands and suspend it.
2 - Remove the text, execute the 2 commands, restart the Ubuntu, insert the 
text, execute the commands and suspend it.
but it didn't worked again.

Also, one time it behaved like the kernel v4.15.1. The screen and the
USB devices turned off, however, the cooler kept slowly blowing a hot
air.

I did a fresh install of Ubuntu 17.10 and was not using the Linux before
on this machine, so I cannot tell if there is some prior kernel that
doesn't have the problem. But I think it is an old problem:

I already tried to move ~/.config directory and create a new user as
described as a workaround in the link above, but haven't had success.

I tested with the mainline Kernel v4.15.1. With this kernel the screen
keeps turned off and the USB devices seems to be turned off also.
However, the cooler keeps blowing a hot air. Furthermore, closing the
lid seems to have no effect. With kernel v4.13.0-32, the cooler stops
completely but it returns to the login screen as described in the bug
description.

I attached the dmesg generated from a suspension try (kernel
v4.13.0-32). Maybe, its information helps. A partial quote of it:

When I click on the suspend button (alternative of power off button) in
the menu or I click the power button, the Ubuntu seems like will be
suspended (with a black screen) and, after 5-10 seconds, come back to
the login screen.

Closing the lid also doesn't take effect. It doesn't even turn off the
display.

I found that clicking on the suspend button and very quickly closing the
lid seems to make it stays suspended.
