I've applied the revert. There's a linux-firmware in bionic-proposed
right now which should release on Monday, after that happens I will
upload a new package with the revert.

Sorry, I was getting that confused with another file,
modules.builtin.modinfo. That was the one we just added to linux-
modules.
modules.builtin.bin is generated by depmod, and if I remove the file for
a given kernel and run depmod I get these messages. So this looks like
something fully from depm
Adding kmod, since the error comes from depmod.
The file it's complaining about is relatively new (added in 5.2
timeframe iirc), and we haven't been shipping it. However as of 5.4.0-17
we are shipping it in linux-modules. I've confirmed that

In the same vm from comment #8 I enabled proposed and upgraded, which
got me 0.9.4git20200109-0ubuntu3.3. With that version update-initramfs
did not hang.

I was able to reproduce this in a vm created by uvtool (uvt-kvm create
test release=focal arch=amd64). The vm had plymouth installed
immediately after creating it, then doing dist-upgrade installed
plymouth 0.9.4git20200109-0ubuntu3.2 and hung at update-initramfs.

Also I note that plymouth was one of the packages being upgraded here,
and also in my vm which hung.

I tried updating another vm I have locally and did hit the issue this
time. Starting from the update-initramfs process I followed the chain of
child processes, which leads to a process running /usr/share/ini

I've upgraded to this kernel successfully on several machines, both VM
and bare metal. That was using the c-k-t/proposed ppa though, and it
sounds like maybe you have all of proposed enabled. Are you able to
reproduce this reliably?
I can't find anything in the logs indicating a problem. I'll try
