I was able to reproduce this in a vm created by uvtool (uvt-kvm create test release=focal arch=amd64). The vm had plymouth installed immediately after creating it, then doing dist-upgrade installed plymouth 0.9.4git20200109-0ubuntu3.2 and hung at update-initramfs.
