OK, so I've managed to fix *most* of the tests, but the 3DES-ECB one
still fails. I'm still investigating it, but the investigation is a bit
slow due to having to go through a PPA every time I change something :)

net-snmp: Fail to build against OpenSSL 3.0

Attached is a patch that fixes this issue. Note that I tried the latest
upstream release but the failure is the same (and is fixed by the same
patch). It is a temporary workaround to keep compatibility with existing
OpenVPN setups.
A fixed package has been uploaded to those PPAs:
Attached is a debdiff backporting the necessary patches from upstream
mainline.
