As a disclaimer, this is not meant as a final solution. It is still
unclear what goes wrong and how to address this. Just from the versions
reported broken it sounds like those were kernels running before the
upgrade and after reboot people should be running 6.8 kernels. If that
is true, then it *might* help for individual systems to identify the
offending 5.15 or 6.5 kernel packages and remove them with dpkg (NOT if
that is still the running kernel, of course). That evicts an older
fallback kernel but might get the system back into a state where it
receives updates.

It looks like creating a new chroot via debootstrap fails for oracular
when extracting base-files. Further investigation shows that this is due
to base-files now containing certain directory symlinks which
debootstrap has already set up. The per-series encironment
(/usr/share/debootstrap/scripts), which basically is the same since
Gutsy, changes the tar options to use "-k" which treats the attempt to
replace files as an error.

The change in base-files appears to be: 13.3ubuntu2

This option is described in the config system as:

  This option enables support for generating device tree nodes for some
  PCI devices. Thus, the driver of this kind can load and overlay
  flattened device tree for its downstream devices.

  Once this option is selected, the device tree nodes will be generated
  for all PCI bridges.

Open Firmware (OF) would be used for KVM for UEFI mode. The reported bug
was related to hot-unplugging PCI devices. My guess would be that this
probably is not of much use to the majority of users and might even go
away. So it should really be disabled in Ubuntu, too.

I was investigating this for 20.04/Focal but assuming this is the same
for 22.04/Jammy. The logs show 4 subtests around zip files failing. The
in the details for the failures one sees this:

raise BadZipFile(f"Overlapped entries: {zinfo.orig_filename!r} (possible
zip bomb)")

This correlates with a recent (Jul-09) update for python3.8 and 3.10:

  * SECURITY UPDATE: zipbomb DoS attack
- debian/patches/CVE-2024-0450.patch: raise BadZipFile when trying
  to read an entry that overlaps with other entry or central
  directory.
- CVE-2024-0450

The test files in diffoscope seem to trigger this and bail.

there fails with several errors. From our history the last time the
build succeeded was with kernel 6.6.0-14.14. No v6.8 kernel ever
reported success.

From my reading of the log this fails because multiple package
dependencies fail. The last error message is about "Module 'network-
legacy' cannot be installed.".
