The issue here is that messaging menu is crashed and it stays crashed.
When the list is empty the backend is down. We need to switch the

Okay, discussion on IRC seems to believe that this is related to dbus'
Upstart job believing that DBus is listening before it actually is (my

At one point I believe that Mir wasn't bringing the apps to the
foreground as it didn't have the window manager support that is landing
shortly. Can you see if the app is running, but just not visible? You
can do that with:
upstart-app-list
