While this won't fix the problem fully, I have a ZNC PPA that works on
Trusty that uses the packaging as is from Debian - see
https://launchpad.net/~teward/+archive/ubuntu/znc for it. The packaging
is the exact same thing from Debian (with minor changes on the Precise
builds)

Also, please elaborate what you mean by 'certain configuration
management tools' - unless they're used regularly by a substantial
portion of existence (such as a well known configuration management
tool) then I'm not sure the actual impact.
