a) /home/ubuntu/.dpkg.cfg
Permission denied on open, even though the file does not exist. Had to chmod
0755 /home/ubuntu
b) /boot/System.map-6.8.0-31-generic is 0600 on the host, had to change
it to 0644
c) apparmor unprivileged_userns is blocking capab

I was able to reproduce this in jammy lxd VM, and tweaked the test plan
a bit.
I'm going to accept this into jammy-proposed in order to allow for
testing to begin quickly, but we still need the noble and oracular
