Never had it until a recent Mint Linux Mint 18.1 Serena update.
However.. I installed OpenSuSE KDE Plasma and it exists there.

I dropped kernel version back to 4.4.0-21 and it occurs much less than
with new kernels, if it is of any help.

Note that all mouse debugging tools result in the left click not
recognized, nothing in the logs at all.  All other keys, including mouse
wheel and right click work fine.

In order to try to debug this problem, I started all over again.
The only (I think) difference is that before I started the install with an 
older BIOS version, when this failed
I upgraded the BIOS to the latest version and rebooted. Then it failed again.

I now thus start the install with the latest BIOS version.
It all went nice and smooth. I now have Ubuntu 64b 13.04 installed next to W7 
64b

Both run smoothly.

On my 64b machine with 64b W7, I created an extra 100MB partition for Ubuntu on 
one of the internal 1T SATA discs.
W7 sits on its own on the internal SATA SSD.

Installation and running of 32b 12.04, upgrade to 12.10, upgrade to
13.04 and clean install of

13.04 all goes well and run fine.

Installation of 64b 12.04 goes fine.
Upgrade to 12.10 hangs at a restart point, There are no messages.
Clean install of 64b 13.04 hangs before I get the timezone etc screens.

Just to be sure I upgraded the bios to the latest version from the ASUS website
Clean install of 64b 13.04 now crashes when the install restarts the PC to boot 
the just 

installed ubuntu for the first time.

The message on the screen is:
run-init: /sbin/init Exec format error
[ 4.562689] Kernel panic -not syncing. Attempt to kill init!
exit code=0x100
[ 4.562686]

Did again a clean install of 32b 13.04, which now runs fine, as does 64b
W7 on the same PC.

HW info
Baseboard ASUS M5A78L/USB3, with AMD Phenom II X4 955 processor 3.20GHz
Display adapter ATI Radeon HD 5400 series

I just discovered that Cancel stops the loop.  Not intuitive, given
that you would always want to attempt recovery if possible.  If not,
then the functionality should then cancel it out with a message of
unsuccessful recovery attempt.

I suppose that I am insane, doing the same thing over and over for
nearly a month, expecting a different result..   ;-{ |

Apparently this is not a bug, but a functional design/UI concern.

Public bug reported:

The only mistake/bug I noticed was the in the first report mentioned
broken file/package that I was not able to remove. Connected with the
Gwenview package.

I hope 
A. there is an easy way to remove the broken file/package that works
B. that all the other bugs are gone when the broken file/package is removed.

Hope someone can help me. I'm very busy next 2 weeks so maybe I react
very slow.

I have the same results as Charles Profitt,  If I close down the
wireless link through the HW switch or by using command: sudo ifconfig
wlan0 down, the hang doesn't happen.  Same hang properties, blinking
cursor in upper left corner of monitor. It happens regardless of AC or
battery power.

I've attached my dmesg and lspci-vvnn logs in a tar.

I upgraded, and this seems to point the way to the culprit:
after undoing the out-commented Esperanto-settings in 
/usr/share/X11/locale/compose.dir and locale.dir and
  sudo dpkg-reconfigure locales
it worked for me.

1. It seems one (debian?) wishes to do away with the officially merely reserved 
XX (or EO) and stay with eo; which would be fine.
2. One (E-ists) should inform, that ISO-8859-3 can be dropped in favour of 
UTF-8, which can be combined more easily with other languages on the system.

I have a similar problem. Mostly when i start Gutsy Gibbon on my main
computer i have to restart my computer because Gnome has not totally
started. I then have unusable workingspace and have to restart with my
reset button. The second time the start is complete. Hence i can work
with the computer without any disturbance.

My xsession error log is attached.

We are running a desktop system on edubuntu Feisty, using libnss-ldap 251-7.5
the user ro2 is member of 19 groups. The id command lists them fine:

(some group names replaced by xxx for privacy)

the user can enter any folder using where permission is granted  for the groups 
2070--3014
he can not enter any folder which is resticted for group 3015,3016,3016

If we remove membership of 3001-3004, it then is possbile to access the
folder restricted for 3015,3016,3017!

I am not sure if this is a bug in libnss-ldap or in a other package. 
If so, please point me there, so I can report the bug on the right place.

The argument for infinitive: Click here to [open] I do not entirely accept.
The imperative Open! might look too charged, too active, too naive, but in 
Esperanto the imperative also expresses a volative, the aim at realisation.
The argument for imperative: I want that the program [opens]... / Click here 
in order that the program [opens] Here opens is - not present tense - 
but 'imperative', translated malfermu as it is not a reality, but is aimed to 
be realized. Just what all menu choices represent.

Other languages can have the same problem; as the Mac had the first GUI
it used the imperative, whereas the later Windows started with
infinitives, in Dutch. Unfortunately this change does not imply, that
people thought about the issue. In fact the Mac designers thought about
ergonomical things like Undu-Cut-Copy-Paste keys (symbol glyphs,
positioning on US-keyboard etc.).

For me infinitive is a partial usage of the language, as opposed the the
imperative. But if other languages can live with an infinitive, we can
too.
