I did some searching on this error, and have managed to fix it on my
machine. The solution is (to me) risky and not very elegant, but if you
want to try it, here it is:
sudo apt-get remove tex-common
sudo rm -rf /etc/texmf
sudo apt-get install tex-common

tex-common did not update correctly when I upgraded from 12.04 LTS to
14.04 LTS. Every time I update packages, I get the same error.
I have reported this before, and supposedly a fix was made, but no steps
to implement the fix were provided in the bug report.

I'm still getting the error whenever I do an upgrade. I also get the
same error twice when starting up: once just after logging in, once
shortly after my desktop loads. It doesn't happen if I log out and log
back in again without shutting down the machine in between -- only upon
a fresh boot.
