I've been watching the package install details every time I update now, looking for clues for what to do to fix this. I can see the part where updating tex-common blows up, but it scrolls by too quickly for me to spot what the error is or what to do about it.
So yes, it's still happening. Every time I run an update Ubuntu tries to update tex-common, and every time it fails.
