I've been watching the package install details every time I update now,
looking for clues for what to do to fix this. I can see the part where
updating tex-common blows up, but it scrolls by too quickly for me to
spot what the error is or what to do about it.

So yes, it's still happening. Every time I run an update Ubuntu tries to
update tex-common, and every time it fails. Sometimes that means I'll
wind up with error messages upon bootup, which may be safely ignored it
seems, but it would be nice to know how to fix this.
