I am having a very similar problem on a Dell Inspiron desktop computer.
Had few connectivity issues with Ubuntu 16.10. Upgraded to 17.04, and 
connectivity has been an almost constant problem.
When the computer is connecting to my Wifi, the speeds are extremely slow 
(sometimes 1-60 MB/s), and I have to reboot the computer, disconnect then 
reconnect the WiFi, etc.
I have also noticed that I now have a perpetual "virbr0" that will not shut 
off, or allow itself to be deleted when editing the Network Connections.

This problem popped up last night and has now occurred the last three times I 
woke my computer from sleep ("suspend") mode.
When I type my password to wake my computer, I get the same dialog box 
indicating that authentication is required, and the details indicate 
"org.freedesktop.accounts.change-own-user-data". I have clicked "cancel" each 
time and was able to resume work without any problems.
I am working on a desktop running Ubuntu 15.10.

Last night, I upgraded from Ubuntu 14.10 to Ubuntu 15.04.
Upon logging in, I found that I no longer have the KDE Plasma desktop available.
Then, when trying to open Kontact, I got the following error message: The 
Akonadi personal information management service is not operational.

I was able to reinstall the Plasma desktop, and it seems to be working well, 
but the problem with Kontact is persisting.
Below is the report. Please advise what steps I can take; I rely quite heavily 
on data in Kontact, which at this time I am unable to access easily.

Sorry Christopher,

About 5 months ago I lost my hard drive on my laptop due to a power supply 
issue, it was fixed recently but I have not installed another Linux on my 
laptop as of yet...

Thank you very much for thinking of me and my issue with Ubuntu and 
forwarding this possible bug fix!! Perhaps in the near future I will try 
Linux again :)

For the sake of not losing Windows 7, (better to be safe than sorry) I
installed Ubuntu 10.04.4 LTS (Lucid Lynx) Daily Build on a seperate
partition.

Quick breakdown:

Tried running from CD ISO, first time, keyboard loaded, no wireless connection;
Tried shutting down, only restarted;

Tried running from CD ISO, keyboard failed to load, no wireless connection;
Restarted;

Installed Ubuntu 10.04.4 LTS (Lucid Lynx) Daily Build on the seperate
partition, when prompted to restart, OS froze had to force shutdown via
power button...

Started computer, keyboard failed to load could not select OS to load at
bootup, forced shutdown again.

Started computer, loaded Ubuntu 10.04.4 LTS (Lucid Lynx) Daily Build
with no extra packages/updates, no wireless connection, selected
shutdown from GUI, computer restarted.

Selected Windows 7, reporting outcomes.

Please let me know if there is anything else I can do, attachments to
add or anything else!

So I decided to install a fresh linux on a seperate partition and now I
can't get my laptop to shut down at all, even on battery - This is the
case with both installs of Ubuntu.

Sometimes my keyboard doesn't work also.

I installed the fresh kernel and updated it with RC5 listed above to use
one Ubuntu to edit the other so if I'm provided with recommended changes
I can update one system without messing up the other.

BTW, my keyboard stops working after I select the boot option in GRUB
and before the login screen loads.

I have not, as this is the first time I've ever worked with a Linux OS.
Ubuntu 12.04 LTS and the public release of Dibian are the only Linux
systems I've tried and even Dibian had the same shutdown issue. I got
rid of Dibian because my wireless adapter wasn't picked up to use, so I
thought, why not try a different Linux? :)

I looked though the files that say my AC adapter is plugged in or not
plugged in. I'm willing to edit those files to show my laptop is NOT
plugged in, while it IS plugged in and let you know if it shuts down
correctly or not.

Might narrow down the issue? Let me know and I can get started on it!

I never reported this bug to Debian developers, but it also affected
this build as well. No need to update status or importance as its just a
note. Or remove the affects Debian... However since both systems are
affected, that tells me something is wrong with whatever Ubuntu and
Debian share.

As my wireless device wasn't detected by Debian, but was however
detected by Ubuntu (Without the need of installing extra packages)

I expect the system to power off when using the shutdown commands and
GUI (WM_CLASS(STRING) = gtk-logout-helper, Gtk-logout-helper)

Using the shutdown commands in terminal and dialog interfaces only cause my 
laptop to restart 
The only way so far I have found that I can shut down my laptop is to press and 
hold the power button during reboot (Unsafe) or load other OS to do the restart.

with my laptop as well.

My laptop shuts down properly when my AC adapter is NOT plugged in and
running on battery power only...

I know its a different bug report but I think knowing the similar
instances might be helpful. I ran a comparison with the results.log with
AC and running on Battery and both are the same.

Well it seems the upstream fixed my keyboard issue so I don't need to
report that sometimes the keyboard don't load when Linux starts
Thats a good thing!

upstream tested file (policy.log)
Forgot to add lspci-vnvn.log so it is attached as well

Hello, I am running a Toshiba Satellite L775-S7108 Laptop using the
AMD64 Ubuntu 12.04 LTS. I am also unable to shut down via the Terminal
using the normal shutdown command or the suggested (gnome-session-quit
--power-off) in my question. And the GUI dialogs for shutdown are the
same. My laptop only restarts.

- If I open a file from fslint's display of duplicate file sets the file opens 
but my trackball buttons are immediately disabled. I have confirmed this on 
mpgs, wmvs, and jpegs. My pointer can still be moved but neither trackball 
button causes any response. Usually cntrl-alt-T still works and from there I 
can do things with the terminal. I can killall 
whatever-ap-the-file-was-opened-with and sometimes that shuts off the ap and 
restores my trackball buttons. Sometimes instead it kills that ap and opens the 
same file with another ap. Sometimes this series of aps continues until it just 
keeps re-opening it with the same one over and over again. In that case, it is 
usually a web browser that it finishes being stuck on. This does NOT happen in 
Maverick. It happens in both of two Oneiric installations I have tried. The one 
I'm using now, which is hard drive based and a live disk version of it as well. 
It's worse in the live disk. I usually have to killall Xorg and relog to get 
control back.
