We ran this by the launchpad team and based on the analysis that cjwatson 
carried out, he had this to say:

'The bit where it only lists a subset of PPAs is a bug in add-apt-
repository. It's talking to the Launchpad API by hand to avoid needing
to introduce additional dependencies, but unfortunately it doesn't
implement the collection API properly: it needs to follow links to
subsequent batches until it's found everything. (Notice that it's shown
you 75 entries, which is exactly our current batch size on production.)
I'd suggest raising that with the Foundations team, who can come to us
if they need help fixing it.

I'm not completely sure why it couldn't add the PPA in the first place,
though, and I suspect the underlying error has been obscured by add-apt-
repository somewhere along the line. I compared with appserver logs for
the relevant timestamps (which are just about still available); there
are records of requests from a bit later in that hour, but add-apt-
repository's request didn't hit any appserver as far as I can tell. I
therefore suspect that it was denied by haproxy due to temporary high
load or some transient network problem, and indeed, add-apt-repository
ought to have some back-off-and-retry logic. Again, that's something the
Foundations team would be best-placed to fix.'

We could add that this issue is only visible for us on krillin devices
and that this is an intermittent issue with somewhat higher frequency.
The mako runs with the same command hasn't failed at all this way.

I am trying to find the information, a manual installation with 512 MB
did not cause this issue. So certainly utah appears to be adding to the
issue. openssh-server python-yaml bzr git gdebi-core are the additional
packages being installed during the installation.

Also, tried with 470 MB of memory to see if the following line has any 
relevance but it dint.

Steps to reproduce:
1. Install utah:
  sudo apt-add-repository -y ppa:utah/stable
  sudo apt-get update
  sudo apt-get install utah

2.  Make the iso readable by the user utah

3.  Run 
   "sudo -u utah -i run_utah_tests.py -i /path/to/the/vivid-desktop-amd64.iso 
-p lp:ubuntu-test-cases/desktop/preseeds/encrypted_home.cfg 
lp:ubuntu-test-cases/desktop/runlists/encrypted_home.run -f /var/log/installer 
-x /etc/utah/bridged-network-vm.xml"

Now the trace above could be seen. 
The installation log containing the kernel log is attached.

Note: This is reproducible with vm's provisioned with 512 MB memory,
which is the default value in /etc/utah/bridged-network-vm.xml in the
host machine. With 1G RAM this kernel trace is not reproducible.

This error is seen on both amd64 and i386 trusty server installations.
Started from 20140814 when it looks like the trusty images started being
produced after .1 release. Manual VM installations also failed with
similar error.

Running unity8 AP tests (specifically
unity8.shell.tests.test_upstart.UpstartIntegrationTests.test_no_sigstop)
sees the following and the testing gets aborted:

2. cd touch
3. ./scripts/provision.sh -i touch -r 110 -n NETWORK_FILE -w
  (where network file is your wifi file )
4. scripts/jenkins.sh -a unity8 -p /tmp/results

  This crash occurred during the security tests on the touch images (only
  on mako) during smoke testing of images 110 & 111. Although the crash
  did not occur in 112 & 113.
  
  There are no associated test failures but this crash is observed.
  
  Kern.log, syslog are also attached.
  
  Steps to reproduce:
  1. bzr branch lp:ububntu-test-cases/touch
  2. cd touch
  3. ./scripts/provision.sh -i touch -r 110 -n NETWORK_FILE -w
+   (where network file is your wifi file )
  4. scripts/jenkins.sh -a security -p /tmp/results
  
  You should see this crash (note the image number)
