I have found a simple fix at last.

Set the compositor renderer to XRender by clicking your way through to the 
Compositer that sets it as follows:
KDE Start button ==>
Display and Monitor ==>
Compositor 

Now set the rendering backend to anything BUT NOT THE DEFAULT:  (OpenGL 3.1, 
GLX) 
and NOT (OpenGL 2, GLX).

All the other settings work. 
(Xrender)
and
(OpenGL 3.1, EGL)
(OpenGL 2, EGL)

I still hope this bug is fixed in the upgrade release of 18.04 LTS which
has been promised for late July 2018.  Today is 30 July 2018.  There is
still no release upgrade.

OpenGL interface GLX must be deselected in Compositor and EGL chosen.
GLX does causes "okular menu buttons not clickable and Firefox open menu button 
dead" problem.

Select OpenGL interface EGL.
OR select XRender.

The problem lies hidden somwherw in GLX.

Kubuntu has this bug.  I desperately NEED these clickable menus on
Okular and Firefox ///.

I have reverted to an old build of 12.04 to gain functionality.

For the debugging detectives:  I have been using Okular and click its
drop down menus to cut and paste from pdf documents daily.  I usually
avoid upgrading.

The bug appeared when I upgraded to Linux teleman1 4.4.0-130-generic #156-Ubuntu
and made Firefox /// menu button on North East corner of Firefox window
and all Okular menu bar items NOT clickable.

BUT on another machine Linux teleman2 4.4.0-128-generic #154 ...
BOTH Firefox /// menu button on North East corner of Firefox window
and all Okular menu bar items ARE clickable.

Both machs use newest Plasma.

While installing opencv on teleman2 some necessary but unintentional
upgrades messed up the clickability on Okular and Firefox /// menu
button on North East corner of Firefox window.

So to repeat myself I have reverted to an old build of 12.04 to gain
functionality until Father Brown, Sherlock or Dick Tracy finds and
removes the dastardly devil.

Sorry.  The previous evidence is true, but might be misleading.  Note
these are two machines both called teleman.  They are two different
machines.

Using the same machine where this bug appears and booting previous
versions of the OS not = -130, i.e. -128 and -127, the bug is still
present.The machine on -128 where the bug does NOT lie, has not been
upgraded recently.

Firefox 13.0.1 loses 
(1) its banner containing {fox icon, round ball, text header for page, lower to 
task bar ball, reduce size of window ball,  and quit ball}.   This header bar 
disappears, and 
(2) the keyboard does not respond;  it seems to be locked.  
(3) The Kubuntu task bar at the bottom of the desktop window also disappears.  

This happens when Gmail is loaded from the  Google menu, at the point that the 
Gmail user signs in to Gmail, i.e. when the Gmail "SIGN ON" button is clicked.
