I was able to reproduce this issue, and the problem is that
wpa_supplicant is unable to bring the interface up after boot:

Weird that the wifi interface is actually there, and looks like the
difference is that network-manager is able to see and try to connect
after you unplug and plug it again.

see what network-manager is saying about your

obexd fails to stop
To manage notifications
So we're consuming more power when flight mode is enabled because push-
client is holding the suspend blocker for more time than when you have a
working connection (flight mode disabled) in place.
From logs, with radio on:

We landed a change in indicator-location that should help fixing this
issue. Can you try reproducing again but using the channel ubuntu-touch
/vivid-proposed-customized-here instead?

Even if it reboots this is still a valid bug. It respawns a few times
before actually rebooting, so this is a valid scenario.

About patch in comment #8, a few things:
1 - Nothing provides /etc/whoopsie, who should be creating it?
2 - Disabling works fine, but enabling doesn't work:
2.1 - Whoopsie is not started when enabling 'app crashes and errors'
