The temporary fix:
ln -s /var/lib/openbox/debian-menu.xml ~/.config/openbox/debian-menu.xml
Menu is creating a valid menu file, because the above fix works.
 
/etc/xdg/openbox/rc.xml contains:
/var/lib/openbox/debian-menu.xml
debian-menu.xml
The error is that openbox is not finding the system menu file.
Maybe its an openbox configure option ?

There is no problem with my system. Prefer to use the console mostly.
When GUI is needed, use no session, only openbox window manager from startx.

If I used openbox-session or lubuntu, guessing that this bug would still not be 
fixed.
Is it ubuntu policy that you must use a session manager ?

network is up.

Believe the network is slow to come up
Can use ntpdate manually 2 mins after boot, so network is now up
Consider that adding a sleep to the script or
running it later is the solution.

One fix would be:

ntpdate logs to daemon.log with time run, assume ntp does the same.

util-linux script should check log, if ntp time run is less than 30 secs
exit script. (do not reset sysclock)

The bug is still in intrepid, util-linux 2.14-1ubuntu2

Have an old laptop with unaccurate hwclock. When network comes up sysclock set 
by ntpdate.
After that util-linux script sets it again to wrong time from the hwclock.

Please fix this longstanding bug it reflects badly on ubuntu.

Console clutter also occurs with anacron.
A "...done" is echoed when anacron daily finishes.
This stuffs up lynx screen while browsing.
This comes from lsb-base-logging.sh in
lsb-base 3.2-14ubuntu2

Can confirm this bug when upgrading to Ubuntu 8.10. Installing latest debconf 
fixed it.
The latest version of libpam-runtime in ubuntu updates still depends on debconf 
> 0.5,
so this bug is still not fixed.

It seems to me that most of the depends for dbus are not really depends. 
The exceptions being libc6 and libdbus-1-3.

If consolekit needs a certain version of dbus, this would be done on the depends
line in consolekit.

There is dependancy hell caused by dbus depending on consolekit
and consolekit already depends on dbus. The dbus dependancy is not needed.

Trying to remove consolekit also removes gnucash and other apps.
