If the reason this was removed was b/c it didn't work well with upstart, then
fixing it should have been part of moving to upstart. Period.
I have just been bitten by this as well and couldn't agree more.

- loc = locale.getlocale(locale.LC_TIME)
+ loc = locale.setlocale(locale.LC_TIME)
