A few times I had similar problems like Angelos had.
I now am pretty sure that in my case the NOUVEAU driver in combination with the 
new GNOME libraries is the reason for the troubles.

Yesterday I gave up and installed Mint 15 with cinnamon - but same here. Only 
the combination lightdm+xfce made no problems. One time I had the chance to 
look at "dmesg" and there I saw a ton of errors (more than 50 lines) coming 
from noveau after waking up. Then I installed the proprietary nvidia drivers 
and the problems were gone.
My fault that I lost this dmesg output when I reinstalled Ubuntu 13.10 then.

Actual state: Ubuntu Gnome 13.10, Nvidia drivers 319 => working.
I hope that nouveau will soon be usable again, because the text consoles look 
ugly with nvidia drivers, no KMS, ...

In my case, the User Interface (Unity) seems to work fine. However, the system 
is at a peculiar state. It can't shutdown, restart or suspend (not even from 
the Terminal) and the Network Manager is not showing any connections. Also, 
most applications can't be started after a suspend. However, the system 
restarts when instructed to do so as root (`sudo restart`).
The problem doesn't occur always, but about half the times (thus it is really 
annoying)!
I hope my comment will help locate and/or fix the Bug... :D

PS. My graphics card is an NVIDIA GeForce 520M (512MB DDR2 RAM) and my
processor is an Intel Atom N2700 @2.13GHz. Of course, I use Ubuntu 13.10
(upgraded from Ubuntu 13.04)...

I couldn't await to come home from work to try your "sudo" commands.
This workaround would have been a good way to make my computer usable
again. But same thing as always...

I have a Nvidia graphics card (NVIDIA Corporation GT218 [GeForce 210] (rev 
a2)), an Asus P5B board, 6 GB RAM, nothing special besides.
Any logfiles?

New observation:

I never had a freeze, when suspending with the commands "sudo pm-
suspend", "sudo pm-hibernate" or "sudo pm-suspend-hybrid".

Maybe it is related with X and with screen locks. Could explain why it
takes a few seconds after wakeup until freeze. (I am free of fglrx for a
while now and reinstalled the critical mesa packages. 3D games like 0AD
and Minecraft work.)

I am primarily using gnome-panel. Also I normally use gdm, but I purged
it since this bug and the problems are exactly the same with lightdm.

I never had a freeze using "sudo pm-hibernate", but I did not use it
often (I actually just started using it since suspend to RAM does not
work).

I will switch to unity and gnome-shell over the next days and report on
observations related to this bug.

It happens both after suspend and hibernation, at least with Unity and with 
Gnome Shell.

In my case it's not a real freeze. I can see the desktop, I can move the
mouse pointer, Gnome 3 even reacts when I move the mouse pointer to the
top left corner (animation). But it doesn't react to keys or mouse
clicks. It's possible to switch to a virtual console once (Ctrl-Alt-F1),
but going back to the graphical desktop stops the computer working
finally.

Following the recommendations here I installed the mainline kernel 
3.12-rc7-saucy but that didn't change anything.
Please let me know if I can contribute something for debugging.

Another observation: System does not freeze immediately after wakeup. I
occasionally see the panel clock on the login screen counting up for 2
seconds before freeze.

Problem persists with all kernel versions I am testing from 3.11.0 to
3.12 (namely 3.11.0-12, 3.11.0-13, 3.11.5, 3.11.6, 3.12.0rc5).

Fglrx is now completely purged (libgl1 etc. is freshly reinstalled).

Can you next test the latest 3.11 stable tree to see if the fix in 3.12
has already been sent to upstream stable.  If the bug still exists in
the latest 3.11 stable tree, we can perform a reverse bisect to identify
the commit that fixes this in 3.12.  The latest 3.11 stable kernel is:
3.11.5 and can be downloaded from:

http://kernel.ubuntu.com/~kernel-ppa/mainline/v3.11.5-saucy/

@Joseph: With Kernel 3.12 it works. It successfully wakes up. (It did
not lock the screen before suspend though, but that's a different
issue.)

Would it be possible for you to test the latest upstream kernel? Refer
to https://wiki.ubuntu.com/KernelMainlineBuilds . Please test the latest
v3.12 kernel[0].

If this bug is fixed in the mainline kernel, please add the following
tag 'kernel-fixed-upstream'.

If the mainline kernel does not fix this bug, please add the tag:
'kernel-bug-exists-upstream'.

If you are unable to test the mainline kernel, for example it will not boot, 
please add the tag: 'kernel-unable-to-test-upstream'.
