I have this problem in Kubuntu 12.10 , seems a specific Xchat in KDE problem
no problems in Unity session

How to reproduce:

1. Open xchat
2. Menu  Settings  Preferences  Interface  Text box
3. Tick Transparent background
4. Click OK
5. A window pops up. It says: Unable to set transparent background! You may be 
using a non-compliant window manager that is not currently supported.
6. Transparent background is not set.

Architecture: amd64
Distro release: Ubuntu 10.10
Package: xchat 2.8.8-1 ubuntu1
Package architecture: amd64
