A fresh ubuntu install with just update-notifier-common installed works
fine. Doing a `apt install apt-config-auto-update` gives the error.
Problems persist, even after `apt remove apt-config-auto-update`. Each
time the system boots / logs in the update-notifier crashes.

Not so sure about it being "fixed" - I just encountered it when
attempting to (perhaps mistakenly) install apt-config-auto-update on
16.04 LTS.

occured while system was trying to update samba. have had to remove samba to
get tyhe package system to work properly again.
samba will not install corectly in 16.04.

On Debian, the files have been moved to apt-config-* a while ago, and the
update-notifier-common package is long gone there as well.
So this is something that needs to be fixed in Ubuntu, ideally by having
update-notifier-common depend on the apt-config-auto-update package.
