Accepted ceph into yakkety-proposed. The package will build now and be
available at
https://launchpad.net/ubuntu/+source/ceph/10.2.5-0ubuntu0.16.10.1 in a
few hours, and then in the -proposed repository.

I suspect this is a problem with upgrades from pre-yakkety versions of
ceph, not purging the old logrotate configuration file from the ceph
package.
