The flickering is not a bug, it's a feature. The flickering is meant to
happen and if you don't want it then please turn off visual bell/alerts.
However it kind of sounds like it might not be working reliably. If you
think that's the case then please report the issue to the upstream
developers
So, when I clicked the 'Test' button the first time, it blanked for a
longer time before coming back on, but after that, it flickered very
shortly.
Also, assuming that the problem is related to this feature, I think that
then it would blank out every time any alerts came in. However, it
blanks
If you find the flashing is especially worse on Nvidia then that might
relate to bug 1869750 so it will also be interesting to see if the
update to 3.36.1 makes a difference.

Thanks for the video. It does look just like Visual Alerts is on -- I
can reproduce the same flicker on my own machine. This is only unusual
if you definitely have visual alerts turned off. To check that, please
run this command and send us the output:
gsettings list-recursively | grep
This is the video taken from my phone of when I replicate the problem in
terminal by pressing the down button even when there aren't any further
lines below.

No, it's not that Visual Alerts Feature. I tested out that flash
feature, and it looks nothing like the error I was encountering.
I also noticed a new thing. After I last messaged you, I put my laptop
into sleep mode. Now when I opened the computer, I find that I can't
reproduce the error. This
Oh. Actually this looks like a "feature". To turn it off go to:
Settings > Universal Access > Visual Alerts = OFF
