This issue seems to be fixed in a recent update for Kubuntu 20.04,
running kernel 5.4.0-37-generic.

Still occurs on 5.4.0-31 update, only less severe. Laptop is useable now as
long as no video is being played.
By the looks of it, i915.enable_psr=0 as kernel boot parameter doesn't have any
notable effect.

I tried the ubuntu 20.04 live cd today and the screen flicker re-
appeard.
So:
Ubuntu 18.04: no screen flicker

I noticed something I can't explain.
I tried Ubuntu 18.04 and that worked flawlessly.
Then I tried Kubuntu 18.04 and the flicker returns.
I don't know the important differences between these two distros in the
