As has been previously said, the string is not in the PO file and also
the string is not in the source code (I tried to grep it in gnome-2-26
branch and in master too).
IMHO this is not a l10n issue (since there is no string to translate),
more a i18n one. If a more detailed answer is needed,

translation issue...

If you are going to check source file, try stable gnome-2-22 branch:
that string seems disappeared in epiphany/trunk and maybe is something
related to Gecko (epiphany/trunk is now WebKit only).

If the English string is not in the po file, probably it has never been
set up as translatable. It would be better to open a bug upstream.
IMO, this is not a l10n problem.
