Hi - I believe I understand what my problem was:
Since I have a desktop computer I unchecked Startup Applications - Startup
Programs - Power Manager mistakenly thinking power managemeent only applied to
battery driven computers.
Unchecking Power Manager will remove the Suspend and Hibernate
Same issue for me (9.04).
Only Shutdown and Restart option available.
After running the update manager all the options become available (see
http://ubuntuforums.org/showthread.php?t=1051664).

This is still an issue with 9.04. The user interface has changed a bit though.
Clicking the red button in the top panel, there is listed a hibernate
option (which does now work).
Suspend does still work when I press the (physical) suspend button on

I see the same problem appeared yesterday after I updated Ubuntu

Yesterday 27th Aug 2008, the suspend option disappeared in the screen
that has buttons for shutdown, logout, lock screen, switch user etc ...
now the hibernate button has vanished!!
