If it doesnt work is because of the permissions, try changing the
permissions and read the log file again, system log will let you see it.
As Shirish said it should use sudo and that's a known bug upstream:

do you have the right permissions to see the file ? could you ls -las on
the the /var/log/apt/ directory and attach the output to the report?
