this is by design. The apps need to be fixed to honour the actions capability of notification daemons. I'm going to re-open this bug because it seems to be a severe usability issue, no matter if an application doesn't comply with the features of notify-osd. Are apps supposed to have a notificaiton-daemon version with actions, and then a version for Ubuntu without? I'm mostly talking about the software not in the archives (Gwibber) because we can't easily apply patches when the software isn't in the archives to begin with. I can support Bruce's claims. I left my desktop for an hour and returned to find 30 notifications windows opened from Gwibber and cGmail. One could claim that these need fixed in individual applications, but within the current timeline that is not feasible.
