I must apologize for not being able to reply to this bug report earlier.
But as I read the report this is only a problem in Breezy, since the
package in Dapper have the right dependency. Is this correct ?

This is only partially correct: The dapper (and the edgy) package *still*
depends on tetex-base in general and not on tetex-base(=3.0). This is normally
not a problem since the tetex-base package in dapper/edgy has the right
version. However, it is in principle possible to install the
Right you are. I have e-mailed the package maintainer to ask him if he will
include the version numbers the next time he packages pgf.
