It seems that Debian has just implemented it:
base-files (5.3) unstable; urgency=low

* Changed default /etc/profile so that it sources /etc/profile.d/*.sh
as mandated by the LSB section 16.2. Closes: #545756.
Package maintainers: Please don't use profile.d if you can avoid it,
The /etc/profile.d/ feature is not in Debian. Why do you need to
coordinate with Debian on how it is implemented?
What that is said, I believe the /etc/profile.d/ part should be executed
after the umask call, at the very end of the file.

His short answer is: read the FAQ that ships with base-files as to why

Alas, that's one drawback of the single-maintainer system used by
Debian: if that single individual doesn't respond, a bug can remain open
for an eternity. Let's see if we can ping a few key figures of the

That sounds reasonable -- this is how most other .d directories are
handled (like sysctl.d). However, if we make this change, it should be
coordinated with Debian to avoid freaky bugs resulting in the difference
this could create between the two distros.
