Resume from suspend was being broken on my laptop for about half a year.

Same Problem with me: Acer 1692 ATI radeon x700 newest ubuntu/kernel, doesnt
resume after suspend.
With nomodeset option graphic modus doesnt even boot and i only get
terminal-modus.
Friend of mine has the same Problem with the x700, nomodeset doesnt change
anything with his computer.

I confirm the bug in 10.04, I also have a x700 card and suspend resume
does not work correctly before disabling KMS with ati driver.

A workaround is disabling KMS. I edited my /boot/grub/menu.ls adding
nomodeset to the line starting with # defoptions=
Then I had to run sudo update-grub. Now both resume and hibernation work
very well.

Since Jaunty, the proprietary fglrx driver doesn't support my card any
more and that was the only way, at that time, to have suspend/resume
working properly.

Can you confirm this issue exists with the most recent Lucid Lynx 10.04
release - http://cdimage.ubuntu.com/releases/lucid/alpha-2/. If the
issue remains in Lucid, please test the latest 2.6.32 upstream kernel
build - https://wiki.ubuntu.com/KernelMainlineBuilds. Let us know your
results.
This problem does not exist with Lucid Lynx 10.04 alpha2. It suspends/resumes
reliable and quickly. The only issue is some color depth changes (with the
radeon driver) which I reported as a bug in bug#510001
