This doesn't actually appear to be fixed by this change.
I just tried to report a bug using a new fresh, reportbugrc, and got

SMTP send failure: {'[EMAIL PROTECTED]': (550, 'relay not permitted')}
So bugs.debian.org is also no good for ubuntu. Surely it
