Closing as this is an upstream bug that is being tracked at KDE. Once fixed in KDE, it will make its way into Kubuntu via the KDE release it is fixed in. Agree with Feck comment, however the behavior should be something better than just quietly dumping an HTML file in a place the user has no idea about. I would think a minimum behavior would be to prompt and provide a direct URL (or better still just shoot the browser there via DBUS). As far as I can tell, 100% of the files now bring you a web page rather than directly access the file.
