This is reported against an old version of Ubuntu and many things has
changed since then. Because of that we won't fix this issue however if
this behavior repeats on a modern version please fill a bug report
against it and we will take it from there.

Sadly that doesn't work for me. The icon appears, but I only get a menu
with two options: Turn Off Bluetooth, and Preferences. If I click
preferences I get a dialog that says Bluetooth is disabled, and a
Turn on bluetooth button. If I press it, nothing changes, and after
choosing preferences again
This is a temporary fix that you can implement without rebooting, but
the bug still needs to be remedied.
After resuming from suspend the bluetooth icon will indeed be gone from
the panel. That is because the process bluetooth-applet is not
running.
To fix, press Alt+F2 to get the Run
Icon disappears but devices works well. I have mouse and headphones, and
both work without any problem after suspend (in both cases, when they
were off while resuming from suspend, and when they were on). But icon
never reappears, it needs system restart to get it back.
