I think the behaviour is correct as designed - the app name is being displayed in the panel when windows are not maximised, and the window title is being displayed on the window itself. The menu in the panel is the menu for the window that has the focus. I think this approach will definitely

This happens in Empathy english too, the title of the Empathy window is Contact List on its window titlebar and Empathy Internet Messaging in the top panel. Also happens with Aislerot Solitaire, Klondike game, where the name of the window in the titlebar is Klondike, whereas the name in the top
