- I had packages installed from 20.04 already
- packages from bionic were pinned to lower priority
The upgrade succeeded after removing the pin.

- hp dc7700 (c2d-e6320, 5gb, nvidia quadro nvs 290)
(a QA-test install with almost no changes; only those required to confirm valid
QA install & working system)

I've installed the PPA on a cloned image of the server in question, and
can confirm that it fixes the problem.
There is nothing non-stock in my environment.
