This still happens in Ubuntu 18.04.
Also sometimes it occurs when you paste something from clipboard.
And if the page doesn't scroll when you undo/redo it's flickering anyway.
Looks like it tries to keep current line at some position.

This was fixed in Debian a year ago with a patch from #2 and is already in
stable (buster).
This is a debdiff for Bionic applicable to 3.5.1-1ubuntu4. I built this in
pbuilder and it builds successfully, and I installed it, the patch works as
intended.

Any news? When I run "apt show" I don't see translations for any package
anymore. However, if I copy
mirror_ubuntu_dists_bionic_main_i18n_Translation-ru to
mirror_ubuntu_dists_bionic-updates_main_i18n_Translation-ru I can see
translations for packages from any component (main, universe,
I found that update-manager causes such wrong cache generation. If it
fetches updated information about packages during "Checking for
updates..." it will generate wrong cache and "apt show" will not display
translated descriptions.
