I was able to access the display settings by reseting the KDE configuration. 1) Remove (don't forget to backup) folders ~/.kde, ~/.local and ~/.config . I'm seeing this one in Fedora with KDE5, so seems to be a general KDE bug and not just a Kubuntu bug. The file is located in /usr/share/kservices5/kcm_kscreen.desktop Running > kcmshell5 kcm_kscreen (as specified in this file) is a workaround. This problem seems common to all modules in this folder, e.g. kcm_plasmasearch.desktop ("Plasma search"), smb.desktop ("Windows Shares"), ... They all work through System Settings (though you have to find the corresponding setting name e.g. Search, Connectivity, ...). I have no clue where the menu search and krunner actually find them, as they are not in the menu (without searching) or the Menu Editor program. New information -- this only happens when you create a desktop shortcut to "Display Configuration" and launch from the desktop shortcut.
