I think you do need to move all build-depends-indep to build-depends
Now the build fails with:
> xmlto man rear.8.xml
> make[3]: xmlto: Command not found
To reproduce locally, you need to perform an arch-any build only,
without building arch all packages. Like so:
# if you have not used sbui

I just fixed it and provided an NMU with delay=5. So, I hope it show up
in Ubuntu after that.
