This issue appears to have been corrected by Bionic. I know, and it's a bit of a shame. bzr-fastimport has returned in 16.10, but it is very unfortunate that it's not available at all in the LTS release. Maybe that makes it a good candidate for backporting. In any event, when I still have to do this kind of thing (thankfully, getting more rare by the day ;), I fire up a trusty or vivid chroot.
